Minority Report Shot Analysis

In this frame, Whitwer is lookin through glass into the Temple, where the three Precogs reside and generate their visions of the murders. What is clearly visible is Whitwer's face, bearing a look of awe, confusion and concern. Throughout the film, he is determined to find some flaw in the Pre-Crime system in order to bring to light any inhumane aspects of the program. At this particular moment, what would probably be running through his mind is the thought of if these people are being forcefully kept there, potentially against their will, and if it's even legal to use these people for the purpose that they're being used for.

Danny Whitwer is part of the Department of Defense, and he is investigating the Precrime facility not only to determine if there is any reason to alter or even shut down the program altogether, but additionally to see if he is fit for taking over Tom's position in the Precrime force as well.
